The Civil Service Retirement System (CSRS) is the federal government's annuity-based retirement account that is based on your years of service and your "high 3" salary average. CSRS employees are eligible to contribute a percent of their salary to the Thrift Savings Plan. There is no match by the government for CSRS employees.
